    The Clarksburg Sanitary Board owns and operates an 8.0 million gallon per day activated sludge water pollution control facility (Wastewater Treatment Plant). The facility consistently meets or exceeds effluent limitations established by the National Pollution Discharge Elimination System Permit.

    The facility is staffed with thirteen employees consisting of a Class IV Superintendent, a Class IV Lab Certified Assistant Superintendent with Collection System Certification, a Class III Maintenance Director with Collection System Certification, a Class IV Industrial Pretreatment / Safety Coordinator with Collection System Certification, a Class IV Lab Certified Laboratory Technician, a Class IV CDL Licensed Shift Operator, a Class III Shift Operator, a Class II Shift Operator, a Class I CDL Licensed Operator, a Class I Operator, a Class IV Lab Certified Operator with Collection System Certification, a Class I CSO Inspector with Collection System Certification, a Laborer with Collection System Certification, and a Secretary.

    The Clarksburg Sanitary Board has recently completed the process of upgrading and renovating the present collection system and treatment facility. (Click here to see some photographs of the project) A $750,000 Small Cities Block Grant was awarded for repairs to the wastewater collection system which included the replacement of all flap gates on the combined sewer overflows, installation of sealed manhole lids on the main interceptor manholes, and cleaning and televising of certain areas of the main interceptor sewer. This work was performed to minimize inflow and infiltration into the collection system and to reduce discharges from the permitted combined sewer overflows. Also, a $6.2 million dollar State Revolving Fund Loan was applied for and approved for renovations and upgrading of the wastewater treatment facility. Now that the renovations are complete, the facility is capable of effectively treating a maximum of 10 - 12 million gallons per day of combined sanitary and storm wastewater, or an average daily flow of 8.0 million gallons. Although current flows to the facility average approximately 5.5 million gallons per day, the capacity to treat 10 - 12 million gallons per day should result in the City making great strides towards meeting the new requirements of the Clean Water Act as it relates to minimizing combined sewer overflows. It also gives the facility the capacity to handle increased flows which may result from any future growth in the surrounding areas.

    Beginning in January of 2003 the Clarksburg Sanitary Board became responsible for developing and implementing an Industrial Pretreatment Program. All non-residential customers must complete an Industrial Waste Discharge Permit Application which details what is discharged from the businesses. More often than not, the discharge has no prohibitive components and no permit will be required. To determine this, the application must be completed and returned to the City for review. Applications may be obtained at City Hall (first floor - Room 147), the wastewater treatment plant, Rt, 19 north, by calling 624.1630 or 624.1626, or by filling out an email application request form.
